GTX 980 100% usage and low FPS

AMD FX-8350 (4Ghz)
GTX 980 windforce OC
1600mhz RAM
64-Bit

Hi i have a GTX 980 windforce OC and i'm getting very low frames in non-intensive games.
Skyrim -Ultra: 20-30-40 fps
Skyrim -Lowest: 45-50 fps
Rust -Ultra : 15 fps
Rust -Lowest: 35 fps
Wolfenstein NO - Low: 20 FPS
Wolfenstein NO - Ultra :10 - 15

i think your PSU is issue here for that version Tom wrote this RM 750 850w 1000w models (750w and 850w made by Chicony, Poor capacitors. 1000w model my CWT, Poor ripple suppression and horrific tenperatures) but i dont believe that's the case,also try to put your Power Profile to High Performance and turn off Nvidia PhysX in Nvidia control center.
