PC wont start iff i press power switch

hello,

im building a PC for a friend. i have build several PC's for friends and myself.
but i never had this problem.

everything is connected as it should. HDD is connected fine. Power switch connectors ETC on MOBO... etc everything is fine.

but when i press the power switch the computer wont start.

the PSU is not faulty cause i tried it in my own PC and everything ran fine.

but one thing is weird. when i press the power switch the fans of the GPU start spinning for a split second. they move for like 2 cm's.

also there is no beep code. no noises nothing. the power led at front of computer isnt working.
except the power leds on GPU itself they go green of course cause it senses power.

my opinion on this is that the MOBO is faulty. but i would like to have a second opinion.

also i have caution for static electricity. but still a small amount of it shouldnt kill the MOBO i think.

anyway i would like some help or opinions

Remove everything except for motherboard, 1 ram dimm, and CPU and try to boot into bios. Move the ram from 1 dimm to the other if it does not boot. If you have tried all 4 dimms, try another stick of ram. If it does not boot in any of those configurations, chances are it is the motherboard. Check for bent CPU pins (use good lighting and a magnifying glass, it is often subtle). I will be here for further diagnostics.
