Can't Boot Into Windows Without First Entering BIOS

My desktop computer will not boot directly into Windows.

I can make it boot into Windows by first pressing the F10 key to enter the BIOS. If I then exit the BIOS (without even making any changes), the computer will boot into Windows.

If I don't first enter the BIOS, the computer will take me to a black screen that says:
"Reboot and Select proper Boot device. Or Insert Boot Media in selected Boot device and press a key.
At this point it won't boot any further.

This problem will ALWAYS occur if I unplug the computer for 60 seconds and then try to start the computer. (Note: The computer remembers the current date and time so I'm guessing the BIOS battery is working.)

Also, the last message the BIOS displays (before the error) is:
"00 USB mass storage devices found and configured".
After that, all of the lines of text on the screen move up one level and then the screen goes black and soon after I get the Proper Boot Device error.

This problem SOMETIMES happens if I just do a normal restart.

The computer I have is an HP desktop, model: p6654y with Windows 7.

Any ideas?

Yep, try flashing the BIOS first as I mentioned - this might help...it's not going to make it worse anyway haha

In your BIOS:
- What have you got set as your first boot device?
- Do you have the option for Try other boot devices enabled?

It could be an error with the firmware in the BIOS too, you could try flashing to the latest BIOS version and see if that helps.

Go into BIOS, and modify your Boot Priority. It sounds like it's trying to boot from USB or CD drive first. You'll want your hard drive to be the first thing on the boot priority. If you need to boot from a CD or USB (usually to install an OS) you'll need to go back and change this so it boots from CD or USB first.

Sounds like it's trying to boot from a pendrive/external HDD you have connected to your mobo, disconnect it and see if problem persists.

Anyways, take a look at your boot order in BIOS, make sure your HDD where you have your OS installed is set as first booting device.

There is nothing connected to the computer besides the monitor, keyboard, mouse and power cord.

A new thing has occurred.

Suddenly the computer started acting correctly. I unplugged it (for 60 seconds) three times in a row and it started up correctly. But the third time it froze. The mouse would move, but the computer would not react to mouse clicks or the keyboard. I forced the computer to shut down by holding down the power button. When I turned the computer back on I got the "Proper Boot Device error" again.

My guess is a faulty motherboard. Any other thoughts?

I need to download some software and put this on a CD or a flash drive, correct? How do I find the software? I checked HP's website and they didn't have anything for flashing the BIOS.

Correct, then boot into the BIOS and run the utility.

Hmm, they should have something. If not, you'll need to find out what MB you actually have (look for a srial or some sort of identifier on the board itself)
Once you've got that, you should be able to go the manufactuers site and get the latest BIOS.

I ended up backing up my data and then using the HP restore disks to reinstall everything to a new hard drive. This fixed the problem.

Question: Why would a "bad hard drive" always boot correctly if before going into Windows I first enter the BIOS (and make no changes to it)? Whereas, if I did not first enter the BIOS, I would usually get the "Reboot and Select proper Boot device" error.

What is going on here?
