Massive FPS Drops in Games - Extremely Odd!

Hello again folks,

As the title states, I have a pretty weird problem experiencing massive FPS drops while playing games. I have already posted about this in this thread, and believed it solved until recently.

To better explain, I'll start from the beginning;

I've recently bought a new rig (specs posted below) and pretty much from day 1 have been experiencing a massive FPS drop at seemingly random intervals while playing. I've so far tested and confirmed this happening in World of Warcraft (WotLK expansion), Dota2 and CS:GO, but only actually measured the FPS in WoW: normally the FPS I run stay above 60 (60-80 FPS constantly), but when experiencing a drop, the FPS will suddenly deteriorate, and within about 10 seconds will fall down to 2 FPS! I tried putting the GPU in another PC and found that the FPS drops still happened (thus the reason I thought it solved - a faulty GPU), but it wasn't as severe as on my own rig (I tested this on my brother's rig, as he got an identical one which runs perfectly fine). In retrospect however, this might have been due to a different reason than I assumed.

So naturally, believing the problem found, I took the card back and asked for a replacement, but seeing how they didn't have any in their inventory, they offered me a temporary card while they try and get the proper card back. The faulty card in question was an AMD R7 265 (2GB DDR5), and the replacement I had gotten was an AMD R7 260 (1GB DDR5). Here's where it gets really weird; With the faulty card replaced with the 260, all games started running flawlessly and as expected. However, today my new R7 265 arrived and I started experiencing the drops again immediately after installing the card! Basically the only reason I can think of as to why this could be is that the seller actually gave me back the same card as before, but I've already checked the serial numbers and they match (the new 265's serial is the same one that's written on the guarantees replacement order).

The temperatures all stay within strain limits (I've checked this several times) on both my CPU and GPU. I am comparing test/monitoring results with my brother's PC which has identical components and drivers. The FPS drops in question happen seemingly at random, but increase in frequency after firstly appearing - dropping for about 10 seconds (as I've mentioned earlier), then staying at the 1-2 FPS margin for about 10-15 more seconds, before returning to normal (almost instantly).

The GPU's clock speeds and voltage don't match those I've seen on my brother's PC, but seem pretty normal to me. But then again, seeing how I'm absolutely no authority on hardware, I'd like it if someone might confirm that these are the regular clock speeds and regular voltage for an AMD R7 265;

    ■ GPU Voltage: 0,875 V Idle / 1,188 V Active
I have made sure the problem isn't a software issue by reinstalling both my drivers and Windows several times with no success. I have also tried

I am really sorry about the wall of text, but I thought it best if I described the issue with as much detail as possible. Any ideas or suggestions are more than welcome seeing how I'm left completely baffled (flabbergasted even!) by this issue, now more so than ever. Thanks,
