Can't connect to game servers and some websites

I cannot connect to game servers such as LOL, Archlord 2, TERA, I can run the Runescape client but I'm not sure if that makes a difference. I also cannot connect to Steam at all and I cannot access any of my college's websites. I live in a dorm at my college so I cannot access the router to port forward. I can connect to everything on my laptop though, just not my new desktop. Is it a problem with my desktop or is it a problem with the internet? I have tried disabling my windows firewall and antivirus software and nothing changed.
 
Find out what IP the network is giving your laptop.
The sub net address.
And the Dns values.
Since you probably only use one at a time.

You can do this on your laptop.
By typing in the run bar Ipconfig/all

Copy the shown information for the laptops network adapter (write it down)
Then on your tower go to the control panel, network and sharing center.

Top left change adapter settings. if windows 7.
Click on TCP/IP4
Tick, or check use following IP address.
Set all of the values required, that you got from your laptop.

I got an error when I put the IP address from my laptop into my desktop, I assume that's because I have a wireless connection on my laptop? I then tried a wired connection on my laptop and I couldn't access steam or LOL anymore. What could be causing that problem and how could I get it fixed?

P.S. I contacted the IT desk here for the second time today and they only told me "We do not open ports for gaming. You can take your machine to the IT desk for assistance with connecting to ECU websites." Not that they were of much help and only added on to my confusion of why I can only access things when I have a wireless connection.
