I need the drivers for AHCI, USB 3.0, SMBus, and graphics/display from this software package:
http://support.amd.com/en-us/download/chipset?os=Windows%207%20-%2064

I extracted it with 7-zip, but Windows says that it can't find the necessary driver. When I run the installation .exe, all of the drivers install perfectly, but the software installs C++ , .NET framework or some other BS that destroys my CPU resources. How to I extract the drivers that I need without running the .exe?

You can not.
Installing driver requires the driver files and the registry.
You would have to get the registry and manual install it, I can't imagine how hard that would be.
I recommend a third party driver installing software, there is plenty of them.
Doing this would only install the drivers.
Hope this helped.

I figured it out. I installed them with the installer, copied my system root driver folders to a USB stick, did a system restore to bring me back before the installation, then browsed to the folder on the USB stick with device manager and installed them that way.
