AMD FX-8320 Vishera 8-Core description:

"Combine it with an AMD Radeon™ R9 series graphics card for the ultimate gaming experience" in the advertisement."

Does this really boost performance?

Is AMD FX-8320 and other FX 9-series like AMD A-Series APUs? (the bonus performance when paired with R9 graphics) or is this a sales tactic or persuasion

It's a sales tactic. FX chips don't have integrated graphics, so it doesn't matter what GPU platform you use aside from a faster GPU is still a faster GPU.

The dual graphics of the APU chips is overrated as well since half the time it doesn't work and the other half of the time certain titles don't like it.

Your best gaming performance will be achieved with the single most powerful GPU card you can afford.
