can i install r7 260x drivers for my hd 7790 1gb , without flashing the r7 260x bios on 7790 ? and will it work ?

It's the same driver, so it's going to work. The Omega 14.12 driver works on all HD5xxx series and above, which includes the r7 260x and the HD7790.
