Now i was gaming like normal when the computer just froze so i reset then couldnt get into windows. System restore did nothing so i finally just did a clean install but i ran into a problem with the installation when you it get an error and you got to change the regedit shift f10 and change the value from one to 3 to complete the install. Well same thing happened so i pulled the card and reinstalled windows again using the igpu and all is well with no regedit. After all of that i put in the card again and tried booting after the windows logo it loses the signal after a few mins it just resets but it does boot in safe mode. I also tried flashing the bios with no prevail i need a new card dont i
Cant boot into windows Gtx670 at fault.. Do i need a new one?

Keep the 970, RMA the 670 with the manufacturer. when you get the working 670 back, sell it
