Why? ASUS X99 Deluxe has two chips labeled BIOS but no dual BIOS

The ASUS has two chips labeled "BIOS." One is a traditional BIOS chip that looks removable. The other is located between lower PCIe slots. What is the function of this chip? Does it hold BIOS user input? The board does not, as I understand it, have dual BIOS system. There is no dual BIOS with the motherboard. There is no opportunity to use a dual BIOS because the board does not have it. The board does not come with a dual BIOS. It does not exist as such so this cannot be the reason for the two chips. It isn't there.
