Windows Service Packs can only be installed on the same partition where Windows is installed.
The SP installer does not allow you to choose a different partition for obvious reasons.
Options:
a) Uninstall/remove some large applications from drive C that you don't use.
b) Move your photos and/or videos from drive C to another location.
c) Buy a larger capacity hard drive for Windows.
