It will not boot to bios splash screen and continue until I either unplug it or turn it off again and restart. It powers up but nothing shows up on the screen and the monitor shows no video source. I have look through the bios and nothing seems to work. It has done this since new. Could it be a power supply setting? I have a Thermaltake Toughpower XT 750 W

There is not a setting that will fix this. You will need to try different hardware to see what solves the issue. The motherboard and PS would be most suspect at this time. What model is your RAM?
