If i clone my hard drive and use with new computer will i still be able to use my old drive?

So if i have a new computer im building can i use the clone with it and still use the old computer at the same time? or will it cause issues since its the same windows key, office key and other programs as well being used on both machines?

what happens when i have both machines on? just curious, basically at my office they want to clone a machine for a new employee we can buy a new windows key and office fine, just want all the settings to be exactly the same as the other computers.

One of them will become deactivated.
There are multiple ways of doing what you desire.
Sysprep, for instance

Would the programs that dont require a cd key be fine and ready to use on the new computer?

Unknown. Maybe.
Some depend on folders and settings that live in /Users/[you]/some subfolder
Those may not work, because the new person would be /Users/[someone else]some subfolder
