There is a USB configuration section in the BIOS you may want to check out. Also, it could be that the keyboard just isn't properly compatible w/ your motherboard, do you have another keyboard to try? Tried other USB ports? USB can have odd issues sometimes, just had this happen myself this past week. USB 3.0 Flash drive didn't work at all with new motherboard, picked up a new 3.0 Drive, works fine. The old drive works fine in other computers though, so it wasn't the problem.
How old is your motherboard in question? Awhile back, USB keyboards had issues(non-functional)before booting Windows. There maybe be a setting in the BIOS to enable support for USB. Of course you would need a PS/2 keyboard to look for/change this setting as you can't access the BIOS w/ your USB keyboard.
