MSI Z97 Gaming 7 Motherboard not POSTing, No debug LED's on

Hey, my brother and I are trying to put together a PC here, but it's not POSTing.

The CPU is a intel i5 4690k and the motherboard is msi z97 gaming 7.

We turn on the motherboard but there are no debug LED lights on. The motherboard turns on, the fans turn on, but the CPU doesn't get hot like it should, and the debug LED's are not on at all. All that is connected is the motherboard power cable and the CPU power cable. outside the system attached is an HDMI cable, of which the TV says there is no signal. Something is happening though, as when we put it in the TV says "No signal", but when it is out, it says "Check Signal Cable".

I believe it's a defective board, but shouldn't the debug LED's come on? Shouldn't the CPU get warm when you put it on?

I tested the CPU's temperature for when we boot it, and it seems to rise a few degrees fahrenheit when it boots, but it quickly goes down. We tried using different RAM sticks, but changing what slot they are in doesn't seem to change anything.

What can we do at this point other than RMAing it. We bought it off amazon and it arrived today, so it would be over a week to return it and he kinda needs it working now.

RAM: HyperX 16GB DRR3
Storage: Samsung 850 Evo 120GB SSD
PSU: ~650W something, he forgot what brand but it is at least 650W, to see the brand we would have to take the case apart and it's screwed into a slot that is hard to get to.

He bought the motherboard and CPU on amazon and they arrived today. He upgraded from an old system that used an APU and crappy oem-like mircro atx motherboard, so the RAM, PSU, video card (r9 270x, but we aren't using it since we are trying to get the CPU working which supplies the graphics), and storage drive are all proven to work, just the CPU and motherboard are the new factors.

Now that the conclusion is that one of them is faulty, how would we go about testing it without an extra system?

I have a socket 2011 board, so we can't use my system for a test.
