Update your HwMonitor to the latest version, im guessing its an AMD Fx cpu?
Alot of those incorrectly report the tempurature
Check the temp in the BIOS.

If what eddiejames80 said doesn't show better results, I would point toward the thermal paste. Unfortunately, that's not something you're going to get to very easily.
