transfering old files rom windows me to 8.1

As it says, I have a very old WD 20 GB HDD that has windows ME on it. I want to transfer photos and videos from it to a new Windows 8.1 HDD. Can I still? If so how? Transfer cables or directly connected to my new comp?

If it is not hard for you, take the old drive and connect it to the new system (system shut off first). When you boot back up windows may ask you what drive to boot from as it may see two OS available. Select your win8.1 drive and then you will see the old drive listed as part of the system. You can then open it and copy/cut and paste to the new drive.
