Installing a PCI USB 3.0 Port card & PC Fails to boot.

I have tried inserting PCI card without sata power connector which is optional anyways. My PC would try to boot up and then cut off after 2 seconds. Then it would retry it 2 seconds later and cut off again. My concern is that would it fry my motherboard if it keeps trying it again? because I just ordered another one because I though it was defective.

FYI: I inserted this in a regular PCI slot. I never installed the Drivers that came with it before installing the Hardware. Do I need to do that first? I don't think that it would matter.

I tried the power floppy connector with 4 pin molex on my power supply and it didn't work. I tried it without and it still didn't work. So with or without it doesn't work. I looked at the card carefully when I received it and it looks like the card have few pins on the bottom that are mashed in. They are not poking out. I made a clear conclusion that the card is defective. I have already ordered a replacement of the card. My question now is lets say if the new one doesn't work and my pc tries to boot up again. Is it over killing my motherboard or something when it does that? Do i need to be careful or be worried?

the problem may be on the card if new one works then the problem was in the card

Still waiting on a concern about trying it again & not frying my motherboard on an accident. I love my PC and I just don't want anything to happen to it. Will it harm my PC if it tries to reboot over and over again like it did in the past?
