Defective GPU in SLI configuration? Strange issue.

I have two GTX 970's in SLI, and I seem to be having a very strange issue with the second GPU.

When I am running a game, the second GPU is always being utilized more than the first. The thing is, this even still holds true if I physically change the GPU's around. The same GPU will be hitting 99% again whilst the other hovers at no more than 70%.

Ontop of this, it seems that if I do not fire up something graphically demanding right as I turn on my PC, this issue scales to the point of the other GPU being at 20% utilization whilst the GPU in question will be at 99%. This results in my framerate varying from 4-200+ fps in ANY game. This also happens at random it seems after some period of time, but loading the cards right on startup seems to postpone it for a bit at least.

My relevant system specifications are,
i5-4670k @ 4.1Ghz
GIGABYTE Z87X-UD4H-CF
Rosewill TACHYON 750w Platinum
2x GTX 970's (GIGABYTE Gaming G1)

Both GPU's appear to be individually stable at 1520Mhz, but I leave them dropped to 1367Mhz with the issue still being in place.

Anyone have any ideas about this strange issue? It's great when everything is working fine, but mid-game to have my FPS drop into an interactive slideshow, but my GPU usage on one GPU to hit 99% is ridiculous. ***Note, according to MSI Afterburner there is NO increase in the GPU's temperature during this activity, it hits 99% usage but it's as if there is nothing loading it still.
