RAM upgrade is running slower than before.

I have and HP630 Business Notebook that only had a single 4GB stick of DDR3 PC3 12800 (1600 mhz) in it. I decided to upgrade the ram to 8 GB since that is the maximum. I put two matching 4 GB sticks in of DDR3 SD PC3-12800. Now my computer seems to run slower. I looked at the speed using CPUZ and my DRAM is only at 530. Which means im only getting about 1060 mhz from each stick. Any ideas on how to fix this? Thanks in advance.

The processor is an intel P6200 whcih runs at 2.1 GHZ

The Bios is InsydeH20. They stopped producing the original RAM and now have only PC312800 as the replacement part. Would updating my bios help this issue since I cant change the values due to a locked BIOS? Also, when i go to the HP site to upgrade my bios it only supports up to OS windows 7. I have upgraded my computer to windows 8. Will that be an issue?
