PCI-e x1 NIC in a PCI-e x16 slot on ITX mobo

I know that normally you can use a PCI-e x1 card in a x16 slot, but that doesn't seem to be the case on many of the ITX boards I've looked at. Does anyone know if that is a thing on all ITX boards, or is there some boards that this will work? Any help would be great, I'm kind of stranded on my current build otherwise.

Solved it myself. I guess it's just a case by case thing. I emailed Asus support, and the Asus H97I-plus mobo will work with a x1 NIC, but when I talked to MSI, they said none of their ITX boards would work with anything other than a graphics card in the PCI-e slot.
