I built it, booted up the PC and all the fans worked, led lit up and it didn't blow up but on the screen it said "reboot and select proper boot device or insert boot media in selected boot device and press a key".
Also at the moment I have no OS.

Your PC won't boot if there's no OS present. Get a Windows DVD or bootable USB and install the OS.

You cannot boot without an OS. Get a windows cd and install that. Without an OS you have no core programming and therefore cannot install anything or really do anything. The OS is what makes sense of all the components and tells them what to do.
