Will this build be able play latest games on ultra/high 1080p for 3 years?

to run ultra in 3 years you need bleeding edge now, so 290x, or gtx980 and you might be ok. The problem is your desire is not actually possible to achieve (within reason). A gtx970 will get you ultra for 2 years (probably), then buy whatever is out at the time. Also you CPU isn't the best, hyperthreading will be more commonplace in 3 years. You are building a budget machine, accept this.

If your question was could this still game nicely medium-high at nice frames in 3+ years then the answer is a resounding yes (probably ;) )

Honestly, if you want to play ultra but not break the bank, I would by a 970 now, and in two years buy whatever second best card is out then. To get ultra in three years like someone else said, you'll need top tier and probably still drop below 60 in 3 years. That's a lot of time to ask out of a GPU for ultra settings. Going second best about halves the cost of the GPU with about a 10% performance difference.
 
Ultra for the next 3 years is dicey, your best chance is top of the line now: 980/290X/780Ti, but high is doable I'd say with 290/780/970. 280 is pretty much a a rebadged 7950 which is a 3 year old card, so you've already gotten your 3 years out of it basically if you buy it now. Similarly the 280X is like a 7970. I built with 3 years in mind with an i7 4770K and CF 290Xs as well as an i7 5930K and SLI 780TIs. I'm not upgrading until December 2017 unless something dies or I win the lottery. I also got EVGA 1300W G2s PSUs that come with 10 year warranties.
