I don't know much at all about computer builds, but I would like to buy my own parts and build my own computer. I don't have a huge budget, so I would appreciate if you guys could help me come up with the best quality build for gaming that would budget between 1200-1500. I would prioritize graphics, fps, and being able to stream while playing. Id be very happy if the computer ended up being a beast that can multitask while doing various things as well though. Is this budget enough for my demands, or should I continue to save for more. Help please guys!

I would get this and add a second gtx 970 later on. Or you could go with gtx 980 right now and sli later.

No certain games, I play a bunch... AC, BF4, COD, LoL, Diablo..etc.
Im not sure if i will need overclocking to stream and play game at high fps on max settings?
My budget is solely for the computer itself, no peripherals needed.
No need for OS. But, yes for the optical drive.

You don't need overclocking, but it can get you about 15% better cpu performance. The build I suggested can run games on ultra over 60fps with or without overclocking.
If you don't think you will oc, the build could be made a bit cheaper, but it's nice to have the option imo.

Im also worried about whether I can stream and play these games at maxed out settings? to be honest my budget doesn't feel like a lot to me. Perhaps i am mistaken though. Also, how would it be if i opted for water cooling instead? What would be a good option for that...

It does not have sli but you could do it now or in the future. You should be able to play any game maxed out. I gave you the list in usd, sorry, here's in cad. Your budget is big, my pc is about 800 usd and it runs everything on ultra.

Here is the build I'm working on with the same budget. I'd go for the faster ram and bump it up to 16 For future proofing and will help with streaming
