I would advise you to start with attaching the drive to a different SATA port with different cables. Also, you need to go to BIOS and see whether it is recognized over there.
If the issue persists and the drive is not recognized by BIOS, it may be a DOA. The best way to see whether this is the case if you attach it to another system. If it is, I would advise you to contact the HDD's manufacturer Support and eventually RMA the drive.
