Bad SATA Controller?

Hi I've recently got a new SSD which is the Transcend SSD370 but I've been having extremely slow performance with the SSD on my computer. I had slow boot times and would have a slow time extracting files. I ran AS SSD on my computer and for the seq. read and write I would have about 20 MB/s for both of them. So I took my SSD and plugged it into my brother's computer to check if the SSD is defective but it ran AS SSD just fine with seq of about 500MB/s read and 250 MB/s write. The main difference between my brother's computer is that he uses an AMD setup compared to my Intel setup so I have a feeling that something's up with mine.

Other notes:
I used the same SATA cable that I ran on my brother's computer
I tried multiple SATA ports.
I had AHCI enabled on my computer.
I unplugged all the other HDDs.
Both computers use windows 8.1
Brother has Radeon HD 7870

Also did a driver check and installed the intel chipset driver. There was no difference.
