GTX680 FPS Drops

I have a GTX 680 Graphics card 4GB and when ever I am in a game my Fps stutters. I mostly Play league of legends and at uncapped FPS I dont even hit the 150 mark I know this should not be the case. I ran out of ideas on what to do and I even tried lowering The Game's quality

these are my specs

CPU: i5-3570 3.40GHz
RAM: 16.0GB

Windows 7 64 Bit

Probably it's overheating and throttling. Have you ever cleaned the card since you have it? If not, I advise to do so.

yes I did clean it since I got it and I also got this program to check my temperature level its not even going above 50%

(The program is Tech Power GPU-Z)

That's weird. There shouldn't be any throttling at all bellow 80C. Have you tried using it in another pc? What's your PSU?
