Hard drive not detected in Windows.

Ok, this is not as simple as it initially sounds. I have a hard drive that is not detected in Windows (8.1). The activity light just stays on. It will however work in another computer just fine and I ran an extended SMART test and there are no issues. I've tried different ports and cables on the motherboard it does not work with and still nothing. The model of the drive is HD753LJ and the mobo is ASRock z87 Extreme11 a/c. It's a fairly old drive and a pretty new motherboard. I thought maybe they just had compatibility issues or something. The odd thing is, I have another hard drive of the exact same model and it works fine, even in the same port and using the same cables as the one that won't work. I've do IT for a living and I gotta say, this one has me stumped. Any ideas? Firmware issue maybe? That's about all I can think.

FWIW, Samsung provided a utility to reduce the link rate to 1.5Gbps. It applies to the HD161JJ which is a member of the same SpinPoint F1 family as the HD753LJ.

I have a lot of drives in this machine and a lot of ports on the motherboard. I've tried the drive in a number of ports, though not all, with the same result, even the UEFI won't see it. I tried plugging it into the same port using the same cables as the other drive of the same model that does work and still nothing. After some fiddling I swapped it out with another drive that is on the primary chipset and it works but I have no idea why it only works in that specific port. It might work in others as well but I did not try more. It does not make sense as to why it works the way it did though. I've never seem a drive be so picky about the port it is on unless there are problems with the drive or port or something and neither appears to be the case. I can't even blame it on the model of the drive because the other drive of the same model has no problem. It's really weird.
