display driver crashing and constant artifacting.

I have a gigabyte r9 290, problem started a few days ago while starting a new game.

I have tried clean uninstalling drivers and reinstalling, clean windows install problem came back after installing drivers, tried older drivers same issue..

I tried my old hd 7770 and it worked fine, and I also tried integrated graphics and works fine also.

I can play youtube videos full screen with no issues

Never had nVidia GPU, nothing overclocked, temps seem fine
Playing a video in the background makes it useable.

My Specs are:

MB: Asrock B85M-ITX
CPU: Intel i5 4440
RAM: 2x4gb gskill 1600mhz
GPU: Gigabyte Windforce R9 290
SSD: Samsung 840 EVO
HDD: Seagate Barracuda 2TB
PSU: Thermaltake SMART 650w

ok, so I bought a new psu today everything seemed fine, ran furmark for a few minutes and the lines accross the screen are back.
I checked hwmoniter and bios and I'm getting just over 12V on 12V rail.

Alright thanks for all your help anyway, I've taken the card back to the retailer and they replicated the problem so now I just have to wait for gigabyte to give me a replacement.
