psu Cooler Master V750sm 80+ gold
Power Color R9 280x

fps: 30-40 in high setting ( Battlefield 4 )
for me its unplayable.
is it bottleneck?
what should i do to improve my gameplay?
should i buy new cpu or new ram?

well, you should upgrade your cpu first then the ram, go for the am3+ motherboard + fx cpus or change to intel completely
with R9 280x you shouldve get a decent 50-60fps
