I'm looking at these online 'build your own PC' configurators so I can make an idea PC for my budget.
With that in mind I was planning on getting an SLI/Crossfire of either GTX 970/980 or Radeon 290x. My question is, with adequate airflow, will it be necessary if they are overclocked. I want this computer to last a good couple years.

One thing to mention with my current PC placement, during summer the average room temperature can rise to 31 degrees which is why i am concerned.

So far one of the only websites that seems to offer watercooling system that includes cpu and one of the GPU's is Scan.co.uk But it's damn expensive. £500, or £700 to get both cards done.

I need some advice please
Regards :)

Solution
Both the 970 & 980s will run much cooler than 290x(s), as they use far less power, even overclocked. If you went with multiple 290Xs, I would buy the variants with much better aftermarket coolers on them as the OEM versions run hot. If you have adequate airflow as you mentioned with some breathing room between the cards, I would think aircooling would be just fine.

You could go for a single more powerful card but thats by the by, watercooling both cards and Gpu can be done reasonably cheaply, where did you get the £700 quote from? Off the top of my head and with a little modding skill I'd say two cards and cpu can be over radded for £500 easily, on phone but will add links tomorrow from pc for you
