Help low frames on new medium-high end pc

I recently bought a new PC, I was told that it would be able to play skyr max at 50 FPS and most modern games at medium with decent FPS, however, I have been playing it and when I play tf2 for example It will go from 125 down to 5-30 FPS when I am in a firefight, another example is Payday 2, on most maps I can play a whole game, no issues but when I play the diamond heist I will get 10 frames a second in some places on the map.

Shouldn't my pic be regulating my FPS so it stay at a fixed rate and doesn't go haywire?

I have tried reinstalling my drivers.

My specs: i7 3930k 3.20ghz
12gb ram
3TB HDD
Graphics card 2GB r9 270x ddr5
850 watt power supply

I am just really sick of it, I bought it expecting to play the games I like no issues but its really hard to enjoy when I am teleporting like Jesus and then getting smooth frames again...

Please help :(

You have a decent gear to play games in medium, high, even ultra with some games. We have same gpu r9 270x and i can play most games in very high or ultra setting, i just dialed back on my resolution or minimum AA. I noticed that you play online games. Check your internet for stability. Try playing offline games and check if its doing the same. Or worst clean reinstall windows.

Both the games you mention are when playing online, perhaps it is a slow or unstable internet connection that is causing latency as opposed to a problem with your PC. Do you have the same issue when playing single player games?

Just had a look into Payday 2 as I remember upon release seeing stuff about generally bad performance and poor frame rate from the game, apparently the issues are still there. It it likely that the game is the problem and not your hardware, so I would test other single player games to see if your frame rates are similar to the benchmarks.

Just started up Skyrim, only in the first cutscene when you are being taken to helgen, still getting anywhere from 60 down to 15 frames, why the hell is my computer not stabilizing it? I don't care if I have to play at 30 frames, i just want to know why my computer is letting my games go from 60 - 15?

Run your games windowed.. when you get the FPS drops can you see your CPU/RAM usuage spiking in task manager? (control alt del + performance tab). Are your graphic drivers updated to the latest? Check your temps as gwap mentioned above. What PSU (brand/model) do you have?
