PC doesn't boot with any GPU plugged into power supply

I have a mostly working build, apart from the GPU. When the GPU is plugged into the power supply, the computer won't boot. I have switched the PSU with one that is verified to be working, and the GPU with one that is verified to be working, but it always results in the same problem. GPU plugged in = no boot.

Because both components are verified to be working, I think that it's a software issue. I have an ASUS Z97-A LGA 1150 Intel motherboard. Could someone point me to a BIOS setting that might be the cause?

750 and 650. Currently using the 650 that is proven to work. GPU is a Radeon HD 6850 that is also proven to work. Initially using a GTX 760.

What do you mean when you say proven to work have you tried it in another system? Does the 650 work in the system or neither card? You could try a bios update but usually boards don't need them to run a gpu. Your sure your pushing the card all the way in until the locking arm locks into place? Your using the correct power cable? You have onboard graphics do they work?

Yes, they used to be parts with another system. Both power supplies work when not connected to the card. We're sure that it's plugged all the way in. We're not one hundred percent sure about the power cable, but they fit correctly. Yes, onboard graphics work.

When we plug in the GPU, in addition to the system not booting, the fans don't spin as fast (this may be irrelevant, but my friend has a suspicion that it matters).
