I have a new laptop with windows 8 - it won't read my WD - doesn't even show that it's plugged into the USB port

Is the hard-drive self powered meaning it just has a usb connecter or uses a power adapter? Some laptops have a high power port. Try all the ports on the laptop. If the problem persists, get a powered usb hub.

You will need to provide some more information on your computer as well as HDD model. Does the HDD power up?
Apart from that, if this is a desktop computer, you may want to try to connect it to the ports on the back of the case as they tend to provide more power. If you had a new laptop, then the ports may be supplying less power as well. So, you may need to get a Y type of USB cable.
If these does not help, and your WD is working fine on another computer, then I guess it will be a good idea to contact the computer's manufacturer support.
