I need a 500 dollar gaming pc with a gigabyte radeon r9 270x bc that card is in my sight able to go up about 60 to 70 dollars more if needed !!!!

I would recommend you save like 800 then get a PC that will last more than maybe a year and a half or two.

here is a good build with the r9 270 which is the same as the 270x just slightly underclocked for much cheaper.
do you need a Optical drive or the OS and Mouse/keyboard?
