Hi Guys,
Newbie and IT idiot at the same time. I google some of the links on this site
regarding the same topic but most of the details seem to be removed online.
I had no choice but to post my question again.

I need to set up remote access to a Windows XP PC with a 56k dial up modem
connected to a phone line, but with no connection to the Internet at all times.

It would allow me remote access of data to the PC. I was hoping to try PC
Everywhere but it was discontinued due to security breach and bugs.

We do not wish to incur unnecessary phone bills, hence would not like to tie up
the phone line all night or have to have sitting in front of the PC.

Any suggestions would be greatly appreciated. Thank you so much in advance.

Not possible. In order for you to remote into the system from another location, that system must be connected to some type of network/internet.

Think about this for a second.
If the modem is not connected, how are you going to initiate the modem remotely?

It's like saying "I locked my keys in the car with the door locked, what can I do to ge the keys out without opening the door?".

Thanks guys for your kind advise. The remote modem is connected with the phone line. What I am trying to do is use my PC to initiate the remote modem to dial up. Is this workable?

I suppose you received a solution to your inquiry since it's been a year since your post, but in case you haven't, this is what I was able to do:

For this example, I will refer to the PC you desire to access as the TARGET and the PC that you will use from which you want to initiate the remote connection as the CLIENT.

First off, both PCs must have dialup modem and be attached to a phone line.
The TARGET PC's phone line must be capable of accepting calls - if it is a normal phone line, this will already be the case.
You must know the phone # associated to the phone line connected to the TARGET.

You will need software on the CLIENT & TARGET PCs.

On the TARGET, you will need a vnc server (winvnc)
require set and remember private and static IP address to your TCP/IP protocol
1. set and run allow remote dial-in to your windows remote connections.
2. run vnc server as application or set vnc server as service (whatever you prefer)

On the CLIENT, you will need a vns client (vncviewer)
require tcp/ip protocol set and running as private IP subnet
1. dial modem direct number to remote computer modem waiting incoming call.
2. run vncviewer and input IP address at vnc server entry:
