Replacing pc parts.. need help with reinstalling windows.

Ok so, In a few days im getting some new PC parts, A Mobo, GPU,CPU and PSU. The hard drive and everything else will stay. So what I am wondering is. I want to reinstall windows and completely wipe all files so I can start fresh on these new parts but I am uncertain of how to do it. Do I need to first wipe everything and then change the parts and reinstall windows or do I need to change the parts and then wipe everything and reinstall windows? And how would I go about doing that? Also I have a CD and Product Key for my Windows 8 but I'm not sure if it will still think the license key is activated on the old parts or something???

I know this is confusing and stuff but if someone can tell me what to do I will greatly appreciate it. :)

Usually when installing a new windows you can run the cd and perform a clean install, windows will automatically create a folder named "old windows" which can then be removed by performing a disk cleanup in my computer properties
