My problem is quite weird so there goes the whole story in case you guys can figure out what is happening.
Problem:
A time ago I bought 4gb of ram to run smoother, having a total of 8gb. Then I tried overclocking my cpu, but i did not notice any significant change so I left it overclocked.
Then a few days ago I read that having overclocked can cause lower fps if you don't have a good PSU, so I thought that this may be the reason why "Smite" (a game I play) were getting lower fps than when I started playing it. Then I read posts about my cpu being set at 1.2V for oc, so I tried it, and my computer just shutted down when in the desktop. So I decided to set everything to default.
Then I got better fps in-game, they went from 40 fps (oc) to 60 fps (default), so I thought it was solved, but when I restarted the computer they were again 40, from now on very few times, when I restart the computer I have 50 fps again until I restart again and get those 40.
Also now when i have 40 fps, which is almost always, I noticed that youtube videos in HD run low on fps, which never happened to me before.
Things I tried:
1- Unistalled the gpu drivers, and erased all the folders and the register, then installed the lastest one.
2- Defrag the disk, run ccleaner to delete corrupted register entries, run the anti-virus.
3- Downloaded MSI afterburner to check temps and cpu/gpu usage.
Idle:
CPU usage: ~0
CPU temp: ~60
Playing:
CPU usage: ~80
CPU temp: ~89
So I don't think it is a heat problem since I've been able to play with good fps until restarted and then bad performance. Help please don't know what else can I try...

CPU: Intel Core i5 760 2.8GHz - 3.3 GHz
