Moving Windows 7 using a System Repair Disc

Hello. I am currently in the process of replacing my two 350gb hard drives with one 1TB hard drive.
Is it possible to create a system repair disc in order to move Windows 7 to the new hard drive without the old hard drives? I do not have access to a Windows install disc but I do have the product key.

Download, burn to DVD, install, activate with your license key.
