So my router is upstairs in an office but my computer is downstairs in the basement i want to connect my computer with an ethernet but obviously thats difficult since the router is 2 floors above my computer and im pretty sure wiring an ethernet down from the upstairs router is not an option. So my question is can have a seperate router in the basement or some sort of device that can get me wired connection while im in my basement.

Unless a) you don't want someone fishing wire through your walls, or b) you rent your place, you should be able to have someone run CAT5/CAT6 cable from the router to the PC.

Is there a particular reason, though, that the router is not in the same room as the PC? Because if it's a desktop, you should ideally have the modem/router installed in the same room with it. Unless, of course, it's AT&T U-Verse -- for some reason they feel that it's "better" to have the modem/router next to the TV (which is why my parents are forced to connect their desktop PC via wireless).

I looked at a video of one of these just now. so just to be straight, all i have to do is plug one of the pieces into my modem/router with an ethernet cable and put the second piece in an outlet downstairs and hook that up to my computer and im good to go?

Correct, you run a line out from your router and connect to the power line adapter plugged in the wall near it. Then you plug the other powerline adapter in the wall near your computer and run a line from it to your computer and TADA your connected.
