Saints Row IV lag?

I have lag in SRIV and changing the settings seems to do nothing.

My specs are terrible but it's all I can afford (I don't need some computer that can achieve 60 FPS on Crysis 3 anyways.)

AMD Radeon HD 8200 R3 512 DVRAM OC'd with MSI Afterburner
AMD E2-3800 @ 1.3 GHz rated at 1.7 GHz quad core
7.5 gigs of RAM

I've heard it's a cpu bottleneck, but the thing is, playing SRIV with the task manager open, my cpu usage doesn't even hit 50%! I was hoping there would be some way to allocate more. If I use the 'auto-detect', it recommends I runt the game on the 'ultra' preset :\

Since my cpu doesn't even hit 50% playing, I don't think it's a cpu bottleneck, and since the game says I should run it on ultra, I don't think it's a gpu bottleneck...

Is this just a bad port?

Your integrated graphics chip is simply not up to running the game, it's too weak to do heavy 3D graphics rendering. Your integrated graphics are pretty much only good for showing the desktop and playing videos and that's about it. If you have the option to get a discrete graphics card, that would help, but something tells me your system is either a laptop, or some extreme low end desktop that has no expansion slots.

I see, thank you for the reply though. I'll probably just uninstall the game then wait until I have the option to get a good pc. Sadly they're too expensive for my budget atm. My video card did meet the minimum specs though, but it's still a terrible card.
