I got the graphics card above and installed it into my pc which is 250 watts its a HP Pavillion slimline s5000 and the HDMI works but the VGA doesn't???
 
Solution
You should have it least 350 watts. When it comes to analog lines(VGA) to get it working the voltage at the receiver would need to match the voltage at the sender. So this might be the issue, try to replace a new power supply asap and use the HDMI in the mean time. Hope that answers your question, if it did select a solution. :)
