Long story short I built a customer rig and I have been having driver issues with USB.
My board is the Asus Rampage V Extreme. I have 2 usb drivers Asmedia and Intel eXtensible Host Driver. When I first installed the drivers or when I reinstall drivers, my devices perform at rated speeds somewhere around 110MBs a second. After a few restarts I get a message from the notification panel that my device could perform better if connected to a USB 3 port. After that I get speeds at around 38MBs a second.
I used USB Device Tree Viewer and i can see my USB 3 device roothub with nothing connected to it. Its really frustrating reinstalling drivers all the time and it keeps going back to usb 2 speeds. Had this issue on another motherboard that i RMA'ed and I am confident that this is a software issue and probably driver related.
I have also tried replacing cables and tried different USB 3 devices.
