Problem with port forwarding

WARNING: I have almost zero knowledge on networking so please talk to me in a way so i can understand :S, also english is not my native language so excuse some spelling mistakes etc.

Hi,
I have some kind of a problem with port forwarding that causes it not to work, i tested it on http://www.canyouseeme.org/ . I use cable modem and a Wi-Fi router, there are 2 PC's connected to the router with a cable and one smartphone through Wi-Fi.

Router model: BELKIN f6d4230-4 v1
Modem model: CISCO epc3010
OS: Windows 7 64-bit
IP: Static

If its important I use Avast free antivirus and only original windows firewall.

When i googled this problem i noticed that there might be problem with router showing different IP adress on the router page than my external IP actually is but as I said I barely understand networking so...
Port forwarding is important to me because without it i can't play any games that don't use dedicated servers and in the past i also had trouble loging in into origin and steam which might've also been related to this issue.

Any help will be appreciated.

Port checking tools may not show the port being open unless there is activity on it (being used by an application). If you are having problems during actual use (Steam or other gaming issue), then there are a few things you can check.

The static IP on your PC (private IP) must match the port forwarding rule. The external (public) IP is not relevant in the port forward settings.

Avast should not be blocking your ports, but you can try temporarily disabling it and testing.

It is possible that Windows Firewall may be blocking your ports. You can open required ports in the firewall.

Unfortunately it causes problem in the actual applications too.

If that's so then the private IP does match the port forwarding rule.

Well i tried turning Avast off to make sure and didn't help either.

I tried opening ports in the Firewall but still didn't help.
