Could I not format c: as we used to do regularly and find a widows download on the internet and use the key which is on my bios?
If not could I install an earlier windows and then wait for windows 10.
thanks

A Windows install that you 'find on the internet' is highly suspect, and will not be discussed here.

Your manufacturer should be able to provide you with a factory reset DVD set. For a small fee, of course.

"Recovery Disk". Which he does not have.
Something about 'deleting dlls'. Hence needing a whole new install.

Just tried the manufacturer who says " find a local repair man" not good in my book.
If I have to buy a new software package any idea which one , would an upgrade be ok?
I only have my pension and any pennys I save help.
thanks

Who is the manufacturer?

But an 'upgrade' license requires a currently operating OS. Which you don't have. Which is why we are at the place we are now.

For a 'new' OS? Win 8.1. Where are you located? US?UK? Other?

Item Features:

GENUINE Microsoft Windows 8.1 Standard Edition 64 Bit
Supplied with original Holographic Installation DVD
Product Licence Key & COA Included
from Argos UK

in the future, if you are missing a windows 8.x file you should use dism.exe command to get a new copy from microsoft
start cmd.exe as an admin
dism.exe /online /cleanup-image /restorehealth

a reinstall can have issues, even if you have the key. people tend to make mistakes on the keys:
G and 6, i and l, 0 and o things like that
and some OEM installs are activated at the OEM (not like the retail version)
