You get fair value at any price point in midrange cards from either AMD or Nvidia.
The GTX960 will be about $200 and that might be my pick. Comparable might be the amd R9-290, but that will need a stronger power supply.

On the cpu, for gaming, look primarily at intel.

I might pick a i3-4160 if your games are sims, mmo or strategy games.
If you tend to fast action shooters, the i5-4460 might be getter.

Here are some options.

Firstly, check out the following link: Best Graphics Cards For The Money (January 2015).

Secondly, here some of the cards currently priced from PCPartPicker:

R9 280 - $179.99

R9 285 - $200 (average).

R9 290 Sapphire Tri-X - $259.99

It is worth noting that the recently released GTX 960 is retailing for around $200 too.

I would say it is hard to call the r9 290 and GTX 960 equivalent...they are close on price but the 290 destroys on performance, yes at the cost of power/temp/noise which is not to be underestimated as something that will impact your enjoyment. However they are not really equivalent cards. The 285 is closer to the GTX 960, and in price as well.

I'm well aware, but some people might decide that they don't need the extra graphics horsepower and opt to buy a cheaper GPU so they have more money to get other components or pay bills or what have you. I wouldn't have felt right saying "the R9 290 is the best in that pricepoint, go buy that". I'd rather give several options, preferably from both Team Red and Team Green.
