New built computer powers up. No Bios, no display, but signal is being received.

I built a my own system and after several hours of work I have been able to power up the system, however there is nothing displayed on the monitor. I have checked the troubleshooting thread and have gone through all the steps and everything is squared away.

System:
MB: MSI 990FXA-GD65V2
CPU: AMD FX 8320 with stock cooling fan.
PSU: Sentey XPP 625 (625 Watts)
RAM: Crucial 8GB Ballistix 240 Pin DIMM DDR3 PC312800 (One Stick)
GPU: XFX Core Edition R7 250X
SSD: Kingston HyperX Fury 120 SSD

-I tested the power supply with the paper clip test and it functions. I have not found anything to short the board.
-All wires are tucked away. It is in a custom wood case that has a coat of rubber on the inside to act as insulation.
-The system can power up with or without the graphics card.
-The GPU and CPU fans do power up, along with all other fans. It sounds like they also adjust their speeds After powering up.
-The MB has a CPU Phase LED panel which lights up completely when powered on.
-The keyboard and mouse receive power, however the keyboard does not change Cap Lock/Num Lock/ Scroll Lock when pressed. It has indicator lights for when they are on/off and they do not change. The keyboard does work with other systems.
-There is no POST beeps, however I am not sure if it uses them. I have scoured the manual for anything regarding beeps with not even a mention.
-There is no operating system on it yet. I have a USB drive with a legal ISO to install Windows with.

The display itself does work. It is a Samsung LCD TV that I used for my previous system. It can tell if something is plugged in and if there is a signal. When I power up the system, it registers that there is a signal and begins to "display" but the only thing shown is black. As soon as I power it down, it tells me to check the signal cable. This is repeatable and I can only use the GPU video port since there is no on-board ports for it.

It seems like everything is functioning, but at this point I am not sure where to go from here :(

I do apologize for the length of this post, but I figured getting all the information upfront would be the best to figuring out what is going on.

Do you have the motherboard speaker plugged in to hear if there are bios post beeps?

Have you reseated ram and gpu?

Have you checked to make sure you have both 4pin wires plugged into the cpu. The fx-8230 needs 125w of power so if you just have the 1 4pin and not both it wont boot.

Unfortunately I do not have a motherboard speaker. though as this rate it looks like I may be looking for one soon.

I went ahead and reseated the ram and powered up. However the screen now shows there is no signal coming from the computer. I reseated the GPU several times in both available slots, getting the same result.
Also, when the computer powers up, the GPU will rev up several times at regular intervals for about a minute before shutting down. It did not do this before. Originally it would stay on no matter how long the system was on.

I also checked to insure the CPU power was fully inserted. Both 4 pins are fully inserted.

I did another reseat of the RAM and the GPU no does the regular reving and shutting down. The monitor registers a signal again but there is still nothing displayed.
