Is it normal for games to drop in FPS even a little???

Iv been playing games like project CARS..NFS Rivals..and iv noticed at some points or when i drive past some locations in a game the FPS drops a little like 2-5FPS..is it normal like this..im gona get GTA V and i want smooth 60FPS..so im kinda worried there might be drops like this in GTA V even..In PS4 GTA V does the game drop in FPS a little??or should i expect GTA V on PC to drop in FPS very little as a normal thing??

AMD FX 8300 at 3.8GHZ
MSI R9 280X 3GB Twin Frozr
8GB RAM

Keep in mind that Fraps itself is lowering your performance a bit. Besides that, if you want the framerate to stay above 60, drop the graphics settings a touch.

The upcoming Freesync monitors will also help a great deal with smooth visuals.
Yes, framerate variance is normal in games. If you're averaging 60 fps, a drop of 2-5 fps isn't very noticeable in actual gameplay. I'm guessing you're running an FPS counter.

Some games have the option to cap the FPS, which is supposed to create a smoother experience, but I'd rather let the fps fluctuate than cap at the lowest framerate.

Actually no..i noticed it...very very little stutter of the arrow marks on the road..there is a very little noticeable frame drops.i checked fraps later and saw tht at those parts it slightly drops frm 60 to round 55 and then to 60..thts kinda normal right..cause im guessing there is no guarantee for 60FPS smooth every time
