Changing my CMOS battery

When I try to turn my computer on a orange light turns on but not the green light that turns on when it starts
Can this be caused by dead CMOS battery?
I know how to change a battery but this specific one I'm having trouble with
It has two places to press down and I assume that control the 4 little latch just barely over the side of my batter but no matter how much pressure I apply I can't get it to open up
I don't know how to attach a photo to show you

a little bit more information would enable us to know what you are talking about

is this a desktop motherboard or a laptop?
what make & model motherboard?

A dead or low voltage cmos battery usually causes a message about running setup or it starts up with wrong date & time
only if CMOS date & time is corrupted does Windows object .

Try reseting cmos this can help if cmos is corrupted.
using a jumper while laptop battery & mains power cables disconnected
(read your motherboard user guide)

Look at motherboard under a bright light to see if capacitors near CPU are bulging or leaking.
(failure to start and orange LED happened on old Dell desktop PC's with faulty capacitors)

Its a desktop and I've cleared the CMOS recently and I'm trying to reinstall windows but it won't even turn on
It had problems before with the orange light turning on but nothing else but trying it a couple times usually fixed it
I don't know the make of the motherboard
I don't know what capacitors are
