GTA IV Lag on GTX 760 i7 4790?

So no matter what I do, I cannot get a steady framerate on gta 4. my fps is only smooth when looking out into the ocean (obviously). But it drops to about 30 fps and below when I go into the city. Yet I see others with PC's not as good as mine getting a steady 80+ fps on very high settings. So what's the problem? pc specs below
GTX 760 sc evga 2gb
core i7 4790 3.6ghz turboboost 4.0ghz
8gb DDR3 1600mhz
1 tb hdd 7200 rpm
(upgraded dell xps 8700)
windows 8.1 64bit
 
Solution
GTAIV tends to run better on older hardware. I can get it running better on my old 4870 and GTX480 then my GTX680s and Titan Black. Though I am sure there are some kind of solutions to make it run better I have seen youtube videos of people with 6xx and 7xx cards and the game runs properly but I'm not aware of their config files etc.

I'll take a look around the internet and see if I can come up with anything.

Try adding: -nomemrestrict -norestrictions
